An employee in this position plans and administers the land use ordinances.  Essential functions include review of site plans and subdivision plats; processing of zoning permits, re-zoning, special use, and variance applications; preparation of planning reports, and researching and writing ordinance amendments. The employee will be responsible for preparation of agenda packets and  presentations for Town Board of Commissioners and is Staff Liaison to the Planning Board, Parks and Recreation Committee, and Board of Adjustment. The position will issue flood permits and oversee flood policies and related activities.   The position investigates and processes code violation complaints, which may, at times, account for as much as a third of the job duties.  The ability to establish and maintain effective working relationships with local government officials, engineers, developers, departments, employees, and the general public is required.  Successful applicant should have knowledge of planning principles/North Carolina planning law, organizational skills, writing skills, and proficiency in computer applications.  Position reports to the Assistant Town Manager.  

Employee may be called upon in case of a disaster, either natural or man-made, to serve the Town of Topsail Beach citizens and failure to serve when required may result in personnel action.  Service to the Citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description.

Education, Training and Experience:

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in planning, engineering or a related field and 6 months to 3 years professional experience in planning or code enforcement.  AICP, CFM, or CZO helpful, but not necessary.

Statring Salary: Base on Experience
Hours: Regular Full-Time

The Town of Topsail Beach is in search of a full-time firefighter.  Work requires that the employee stay abreast of state-of-the-art fire suppression procedures, techniques, and equipment and requires the employee to incorporate the necessary changes into in-service training. The employee is subject to the hazards associated with firefighting and rescue work including working in inside and outside environments, in extreme hot and cold temperatures, loud noise, vibration, moving parts, high heat, chemicals, fumes, odors, dusts, gases, poor ventilation, oils, wearing respirators, and working in close quarters. The employee is also subject to the final OSHA standards on bloodborne pathogens.

Physical Requirements:
Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions.

Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force. frequently, and/or up to 20 pounds of force constantly to move objects.
Must possess visual acuity to size up the color, volume, and extent of fire involvement at fire scenes, to operate heavy fire apparatus in emergency situations, and to prepare records and reports.

Desirable Education and Experience: 
Graduation from high school supplemented by completion of courses and seminars in fire service and in fire code enforcement and considerable experience in a fire service; or an equivalent combination of experience and education.

Special Requirements:
Possession of a valid North Carolina driver's license. 
Possession of NFPA Firefighter I & II certification.
Knowledge of Pump Operations.
